Biography of Andrei Skoch
Andrei Vladimirovich Skoch is a deputy of the Russian State Duma. He was born in 1966 in the Moscow region. After serving in the army, he attended the Psychology Department of the Moscow Pedagogical State University. Subsequently, he continued his education in pedagogy.
In the 1990s, Andrei Skoch began his business career. In 1995, he invested in capital in the company Interfin, acquiring 30% of its shares.
This asset served as a kind of bank deposit for Andrei Skoch, and he had little direct involvement in the company’s management. Later, he transferred his stake in the business to his father, Vladimir Skoch, and became a deputy of the third session of the Russian State Duma. In 2006, Vladimir Skoch and his partners reorganized Interfin into Metalloinvest Group. It brought together major metallurgical enterprises of the Belgorod region.
Andrei Skoch has been a member of the State Duma since 1999, and his activities are mainly focused on law-making and charitable work.
Being a deputy for five sessions, Andrei Vladimirovich Skoch has authored and co-authored over 150 bills. He subsequently became a member of the United Russia party.
In 1996, Andrei Skoch founded the humanitarian Pokolenie (Generation) Foundation. Today it provides assistance to various categories of citizens and numerous social projects. The foundation provides assistance to the following:
- large families;
- health care institutions of the Belgorod region;
- gifted writers;
- talented students;
- children from low-income families;
- projects for the restoration of military burials, etc.
Medals and orders
Andrei Vladimirovich Skoch is the recipient of numerous orders, medals, and commendations. He received most of them for his social activities, but his merits in law-making have also been noted. In 1998, for his work on the social rehabilitation of people with disabilities and protection of their rights, by the Decree of the President of the Russian Federation Andrei Skoch was awarded the second-class medal of the Order of Merit for the Motherland. Five years later, he received the first-class medal of the same Order. At the same time, the governor of the Belgorod region marked Skoch’s contribution to regional development by awarding him with the first-class medal for Merit of the land of Belgorod.
In 2008, Andrei Skoch was awarded the Certificate of Merit of the State Duma for successful lawmaking and the Medal of the Ministry of Defense of the Russian Federation for assistance in the reconstruction of military burials of the Great Patriotic War. A year later, for his professional achievements in social projects development, Andrei Skoch received the Letter of Acknowledgement from the President of the Russian Federation.
In 2015, Andrei Vladimirovich Skoch was awarded the Order of Alexander Nevsky.
